Memory will account for 62% of semiconductor industry revenue in 2027 — up from roughly 25% historically — according to TechInsights' 2027 Outlook Report, which forecasts more than $1.6 trillion in memory revenue pushing the total chip market past $2.6 trillion. AI demand is swallowing supply, and the consequences will reach every corner of the industry, from chip architecture to the price of a smartphone.
"We've seen memory shortages before, but AI is changing the scale of what we're facing," said David MacQueen, director of executive insights at TechInsights. "Memory is becoming a constraint across the entire semiconductor industry. In 2027, companies won't just be asking what technology they want to build; they'll have to ask what memory they can actually get. That will influence everything from chip architectures and manufacturing investments to which consumer products ultimately make it to market."
What's driving the squeeze?
AI infrastructure is consuming the available high-bandwidth memory supply. The majority of 2027 HBM output is already fully booked. That booking pull drains investment and production capacity from other memory categories, and TechInsights expects consumer, automotive and industrial companies to face some of the sharpest disruptions as they compete for supply against hyperscalers with deeper pockets.
The traditional memory cycle is shifting to what TechInsights calls "higher ground": sustained AI demand, disciplined supply and increasingly strategic customer relationships. HBM is booked through 2027, and NAND is next in line as AI accelerates solid-state drive storage demand.
Where do the bottlenecks spread?
Advanced packaging is the second choke point. As chiplet-based architectures expand, HBM now competes directly with logic for packaging capacity. TechInsights projects chip-on-wafer-substrate (CoWoS) and system-on-integrated-chips (SoIC) capacity growing 20-25% annually — and still failing to keep pace with demand. Mature nodes, too, will feel the strain as bottlenecks spread beyond leading-edge memory.
The AI and high-performance computing market will also change shape, shifting from training toward inference. That shift accelerates demand for custom silicon. TechInsights expects silicon photonics to capture 42% of AI optical transceiver revenue, and forecasts the datacenter power IC market will surpass $4.5 billion.
What happens to carbon and consumer prices?
Emissions hit a record too. TechInsights projects semiconductor manufacturing emissions will reach 197 million metric tons of CO2e in 2027, driven by industry growth and the escalating energy demands of advanced logic and memory production. The firm recently strengthened its sustainability practice by acquiring the Product Attributes to Impact Algorithm (PAIA) tools and industry consortium from MIT — tooling that helps technology companies measure the environmental footprint of ICT products and feeds product lifecycle and supply chain sustainability analysis.
Consumers will feel all of this at the checkout. Rising memory prices will push up the cost of consumer electronics, and TechInsights expects a two-tier market to emerge. Premium products keep adding capabilities. Price-sensitive devices face specification cuts, delays or outright cancellations as manufacturers balance memory availability against cost — a dynamic that could temper overall market growth heading into 2027.
With HBM sold out and NAND tightening, the companies that secure supply contracts in the next year will effectively choose which products reach shelves in 2027.
