SK Hynix Asks Washington to Let It Send More Chip Tools to China
SK Hynix has asked US authorities for approval to ship more chipmaking tools to China, the latest licence request under export controls that govern its Wuxi and Dalian fabs.

SK Hynix has asked the United States for approval to ship additional chipmaking equipment to China, according to a report from Asia Business Outlook. The request puts one of the world's two largest memory makers back at the center of the American export-control regime that has governed its Chinese operations since 2022.
The company has not disclosed which tools it wants to move, how many units are involved, or which of its Chinese sites would receive them. What the request does confirm is that SK Hynix still needs case-by-case clearance from Washington to upgrade or expand the fabs it runs in Wuxi, where it makes DRAM, and Dalian, the former Intel NAND site it bought in 2020.
Why does one company need US permission?
The mechanism is straightforward. Much of the advanced equipment used to build memory chips — lithography scanners, deposition and etch systems — comes from US firms such as Applied Materials and Lam Research, or carries enough American technology to fall under US jurisdiction even when the maker is foreign. Washington restricts the export of that equipment to China, and foreign companies operating there must apply for licences.
SK Hynix received a one-year waiver from those rules in October 2022, when the first broad controls took effect. The US extended that arrangement in 2023, moving to a system of case-by-case approvals rather than a blanket exemption. The new request, as reported, fits that pattern: each additional shipment of tools now needs its own sign-off.
What is at stake commercially?
SK Hynix runs a large share of its DRAM output in China, and Wuxi in particular has historically carried a significant part of its total capacity. Any limit on tool shipments caps how much the company can upgrade those lines or replace ageing equipment, which in turn affects output, yields and cost per bit.
The timing matters for another reason. SK Hynix is the main supplier of high-bandwidth memory, the chips stacked alongside AI accelerators, and it has concentrated new investment in Korea and, more recently, in a planned advanced packaging site in the United States. Keeping the older Chinese fabs running at full efficiency supports that strategy: legacy DRAM from China frees newer Korean lines for higher-value products.
Samsung, its closest rival, faces the same licence regime for its own plant in Xi'an. Both Korean firms, along with Micron, have argued through industry bodies that overly strict limits on their China operations hand market share to Chinese memory makers that Washington cannot regulate at all.
What happens next?
Approval is not guaranteed. The US has tightened rather than loosened controls over the past two years, and each licence decision now weighs commercial continuity against the stated goal of limiting China's access to advanced semiconductor capability. The outcome of this request will signal how much room Washington is willing to leave for allied firms operating inside the very market those controls target.
