Taiwan's government has approved USD 44 billion in TSMC investments tied to the company's manufacturing expansion in the United States, clearing the regulatory path for the world's largest contract chipmaker to move forward with its American footprint.
The approval, reported by ANI News, addresses the outbound-investment review that Taiwanese companies must clear before committing large capital allocations abroad. For TSMC, which produces the overwhelming majority of the industry's most advanced logic chips at its Taiwanese fabs, the USD 44 billion clearance covers a substantial tranche of its multi-year US commitment.
The figure lands as TSMC accelerates a buildout that already spans its original wafer fab in Phoenix, Arizona, and plans for additional capacity announced for the same site. The company has been scaling its US operations at the urging of both Washington policymakers and customers who want supply-chain diversification away from Taiwan, where geopolitical risk around China remains the industry's central vulnerability.
Taiwanese government approval matters for a specific commercial reason: Taiwan restricts and reviews major outbound investments, particularly those involving sensitive semiconductor technology. Without clearance from Taipei, TSMC could not legally transfer the capital, equipment, and process know-how required to replicate advanced-node production on American soil. The USD 44 billion decision signals that Taiwan's government accepts a large-scale transfer of manufacturing capacity to the United States — a notable shift for an island that has long treated its chipmaking dominance as a strategic asset.
For TSMC's US customers — including Apple, NVIDIA, AMD, and Qualcomm, all of which design chips fabricated on TSMC's leading-edge nodes — the approval reinforces the credibility of the Arizona expansion timeline. More capacity in the United States gives fabless customers a hedge against disruption in the Taiwan Strait, even though the most advanced production volumes will remain concentrated in Taiwan for the foreseeable future.
The USD 44 billion figure also illustrates the sheer scale of capital now required to stand up leading-edge fabs outside TSMC's home base. A single advanced-node fab commonly runs well into the tens of billions of dollars, and TSMC's American plans call for multiple facilities plus packaging and support operations. The approved amount covers a significant portion of that program.
The decision carries weight for Taiwan's own economy as well. TSMC is Taiwan's largest company and its capital spending decisions shape domestic employment, equipment-supplier demand, and the island's trade balance. Approving tens of billions of dollars in US-bound investment means Taipei is balancing its alliance with Washington against the strategic value of keeping the deepest process expertise and highest-value production at home.
With regulatory clearance secured, attention now shifts to execution: how quickly TSMC can ramp qualified US capacity, at which process nodes American production will actually run, and whether the expanded footprint can meet customer demand for non-Taiwanese supply without eroding the cost structure that has kept TSMC ahead of Intel and Samsung Foundry.
