Taiwan Will Curb AI Chip Exports to China Under US Trade Deal
Taiwan will restrict AI chip exports to China under a US trade deal, extending export controls to TSMC's manufacturing choke point and narrowing China's workaround routes.

Taiwan has agreed to curb its exports of AI chips to China as part of a trade deal with the United States, The Straits Times reports — a step that moves export-control policy from a purely American instrument to a coordinated one with the island that designs and manufactures most of the world's advanced silicon.
The details matter more than the headline. Taiwan sits at the choke point of AI hardware. TSMC fabricates the overwhelming majority of leading-edge accelerators, including the GPUs that power the current AI buildout, and Taiwanese firms package many of the memory and networking components around them. Until now, Washington's restrictions — export license requirements, performance-density thresholds, entity-list additions — have bound US vendors like Nvidia, AMD and Intel. Taiwan's controls extend that wall to the manufacturing source itself.
That changes the commercial arithmetic for Chinese buyers. Even where a US design house holds a license, or where a part falls below American performance thresholds, Taipei can now block the shipment at the fab or the packaging house. For China's AI sector, the workaround of sourcing outside US jurisdiction narrows sharply when the foundry itself enforces the rules.
What does the deal actually cover?
The Straits Times framing is broad: curbs on AI chip exports to China, delivered inside a wider trade agreement between Taipei and Washington. The report does not yet specify which product families, threshold definitions or license regimes the Taiwanese side will adopt. That leaves three open questions for the supply chain:
- Whether Taiwan mirrors the US performance-density thresholds that separate restricted accelerators from lower-tier parts
- Whether the controls reach chips designed by third parties but fabbed at TSMC for Chinese end customers
- Whether advanced packaging and HBM supply, much of it Taiwanese or Taiwan-adjacent, falls under the same regime
Until those definitions land, chipmakers and distributors face a compliance map with borders still being drawn.
Why the manufacturing choke point matters
Export controls have always leaked at the edges. Grey-market resellers, front companies and modified SKUs have kept restricted hardware flowing into Chinese data centers since Washington first tightened the screws in 2022. A regime enforced at the point of manufacture is harder to route around. There is no alternate fab at these nodes. TSMC's leading-edge capacity has no peer at scale, and the deal effectively deputizes that capacity into the control system.
For Taiwan, the calculus is as much geopolitical as commercial. Aligning with US policy deepens the security relationship with Washington while conceding some China revenue — a trade Taipei has increasingly been willing to make as cross-strait tensions harden. For US chip vendors, it is double-edged: the deal strengthens the effectiveness of controls they lobbied for and against in turns, but it also accelerates China's push to build a domestic AI-silicon stack around Huawei and SMIC, shrinking the long-term addressable market.
What happens next
The watch items are concrete. Look for Taiwan's Ministry of Economic Affairs to publish the control list and its thresholds, for TSMC and its packaging partners to update compliance screening for Chinese end customers, and for Beijing to answer with either protest or accelerated domestic-substitution funding. Nvidia's China-specific product line, already contorted to sit under US limits, faces a second regulator. The direction of travel is clear: the era when AI chips moved on Washington's say-so alone is ending, and the fab now has a vote.
