Tencent has agreed to lease 100,000 AI chips from Oracle in a deal worth $7 billion, according to a report by ET Datacenters, as US export restrictions continue to block direct Chinese purchases of top-tier accelerators.
The arrangement is one of the largest disclosed AI compute leases involving a Chinese hyperscaler and a US cloud provider. It values the chips at roughly $70,000 each over the lease term — a figure that underscores how scarcity pricing, not silicon cost, now dominates AI infrastructure economics.
Why is Tencent renting instead of buying?
US export controls prohibit American chipmakers, led by Nvidia, from selling their most advanced AI accelerators directly to Chinese customers. Leasing compute capacity through a US-based cloud operator such as Oracle sits in a different commercial channel than a direct hardware sale, and the reported deal shows how Chinese AI developers are restructuring procurement around those constraints.
For Tencent, the lease secures access to a pool of high-end accelerators at a scale that would be unobtainable through sanctioned direct purchase. The 100,000-chip volume is large enough to train and serve frontier-class models — capacity that Chinese domestic accelerator suppliers have not yet matched at comparable performance levels.
What does the deal signal about the AI compute market?

US authorities have expanded restrictions on Chinese access to advanced AI compute, including scrutiny of cloud-delivered access to top-tier chips.
