TSMC Says Yes to Terafab Cooperation, No to Sharing Control
TSMC says it is open to cooperating on the Terafab concept but will retain full control of its own plants, setting the terms for any shared-fab deal.

TSMC has signaled willingness to cooperate on the so-called Terafab concept, while stating flatly that it will not hand control of its own manufacturing plants to any partner, Seeking Alpha reports. The position matters because it defines the outer boundary of the industry's most watched potential partnership: TSMC will share expertise, but not the keys to its fabs.
The statement, disclosed through the investor-news outlet, comes as the Terafab idea circulates through the semiconductor industry as a model for ultra-large, shared manufacturing sites. Under such schemes, multiple players would pool capacity at giant facilities rather than each building duplicate plants. For a foundry that built its business on operating its own lines for hundreds of customers, the question of who runs the building is not a detail. It is the whole deal.
What did TSMC actually commit to?
Two things, and only two things. First, TSMC is open to collaboration with parties pursuing the Terafab model. Second, the company insists on retaining full control of its own plants in any such arrangement.
That leaves a wide space between the two positions. Collaboration could mean process advice, joint development work, or coordinated capacity planning. What it cannot mean, on TSMC's stated terms, is another party operating, co-managing, or owning a stake in how TSMC's fabs are run. The takeaway in plain words: TSMC will talk, and it will help, but it will not merge its factory floor with anyone else's.
Why does control matter so much here?
A foundry's value sits in two places: its process technology and its discipline on the line. TSMC's fabs run on tight integration between design kits, yield engineering, and customer trust. Customers place orders years ahead on the assumption that no third party sits between their wafers and TSMC's process control.
Any shared-governance arrangement would complicate that chain of accountability. If a partner influences scheduling, maintenance, or technology deployment, customers could face questions about whose priorities govern their wafers. TSMC's insistence on control protects the direct relationship between its process engineers and its customers' silicon.
There is also a competitive angle. The Terafab concept, whatever its final shape, would concentrate manufacturing at enormous shared sites. A participant that cedes operational control risks turning its manufacturing edge into a commodity service. A participant that cooperates on its own terms keeps the edge and picks up whatever scale benefits the partnership offers.
What happens next?
Nothing is signed, and TSMC has framed its openness as a starting position rather than a commitment. The company has not named partners, sites, investment figures, or timelines for any Terafab-linked work, and no capacity or spending numbers accompanied the statement.
The industry will now watch for one signal above all: whether any concrete Terafab arrangement emerges in which TSMC participates without transferring operational authority. Until then, the company's stance sets the negotiating baseline — cooperation on TSMC's terms, with control of its fabs remaining entirely its own.
