TSMC is evaluating a second manufacturing hub in Texas that could host as many as six wafer fabs near Dallas, Chosunbiz reports. The plan, if executed in full, would represent one of the largest single-site advanced manufacturing buildouts by any chipmaker in the United States and would follow the company's established practice of clustering multiple fabs on large, pre-purchased campuses.

The report does not specify process nodes, wafer sizes, investment totals, or construction timelines for the proposed Texas site. It also does not state whether the six-fab target is a committed roadmap or a long-range scenario under internal study — a distinction that matters given how TSMC has historically phased its campus plans.

The company's existing US blueprint offers a template. At its Arizona site in Phoenix, TSMC has announced a sequence of fabs, with the first entering volume production on 4nm-class processes and subsequent phases announced progressively over several years rather than as a single upfront commitment. A Dallas-area cluster would mirror that model: buy a large land parcel, secure options for water, power and workforce, then add fabs in tranches as customer demand and government incentives firm up.

The timing of the report points to the calculus now facing the world's largest contract chipmaker. Demand for leading-edge logic from AI accelerator developers, smartphone and PC customers, and automotive designers continues to concentrate on TSMC's most advanced nodes, while US customers — most prominently Apple, NVIDIA, AMD and Qualcomm — have pressed their supplier to add capacity on American soil. Washington's CHIPS-era subsidy framework has made domestic advanced-node construction financially viable in a way it was not when TSMC first weighed US expansion, though the incentive environment remains politically fluid.

Texas itself has moved aggressively to court semiconductor investment. The state legislature created the Texas Semiconductor Innovation Fund, offering grants tied to job creation and capital expenditure, and the Dallas–Fort Worth region has attracted a cluster of suppliers and adjacent manufacturing investment that lowers the practical barriers to multi-fab campuses: skilled labor pipelines, chemical and gas suppliers, and utility capacity.

For TSMC, a six-fab ambition near Dallas would also serve as a hedge on geopolitical risk. Concentrating US capacity in one state exposes the company to localized disruption — labor markets, grid constraints, natural events — and a second hub would distribute operational risk while expanding total US output capacity. It would also position TSMC more directly against Intel and Samsung, both of which are building US capacity and competing for the same customers and federal support.

Questions remain that will determine whether the plan advances. TSMC has not confirmed the report, and the company has shown in Arizona that announced phases can shift with market conditions — the second and third Phoenix fabs saw timeline adjustments before schedules were reset amid stronger AI-driven demand. Customer commitments, the durability of US subsidy disbursements, and the availability of process equipment and construction labor at scale will all shape any Texas decision.

According to the Chosunbiz report, the Dallas-area evaluation is at the stage of weighing rather than committing. Whether it hardens into announced capex will depend on how leading-edge demand and US incentive terms evolve over the coming quarters.
