TSMC Weighs Texas Fab Investment Beyond $265 Billion Arizona Base

TSMC is evaluating a Texas investment on top of US$265 billion pledged to Arizona, where 12 fabs, packaging plants and an R&D centre are planned, Reuters sources say.

TSMC is evaluating a new production investment in Texas that would come on top of the US$265 billion the company has already committed to Arizona, according to two sources familiar with the matter who spoke to Reuters on condition of anonymity.

The plans have not been finalized, the sources said. Taiwanese media first reported the development this week, citing unnamed industry sources. TSMC did not immediately respond to a Reuters request for comment.

The size, timing and process scope of a potential Texas project remain undefined, but the direction is consistent with what TSMC executives signaled earlier this year. In July, the company unveiled an additional US$100 billion investment in Arizona, lifting its total pledged commitment there to US$265 billion for semiconductor manufacturing facilities.

Chief executive CC Wei said at the time that "probably additional four or more fabs will be built," referring to both front-end wafer fabrication and back-end facilities. Including current and planned projects, TSMC's Arizona operations will comprise 12 fabrication and advanced packaging facilities as well as an R&D centre — a footprint that already ranks as the largest single greenfield advanced-chip manufacturing program in the United States.

Chief financial officer Wendend Huang — Wendell Huang — told Reuters in July that the company would continue to invest in the United States.

What separates fact from roadmap

The confirmed numbers are these: US$265 billion committed to Arizona across fab, packaging and R&D assets, with 12 facilities plus a research center planned on that site. The Texas discussion is earlier-stage — an evaluation, in the words of the sources, and distinct from the finalized Arizona program.

For TSMC's fabless customers — Apple, Nvidia, AMD and Qualcomm among them — a second US state would broaden the geographic base of leading-edge supply beyond both Taiwan and Arizona. Texas hosts an established semiconductor ecosystem anchored by Samsung's Taylor fab and Texas Instruments' analog manufacturing corridor around Dallas and Sherman, which could matter for supplier depth, utilities and skilled labor availability, though neither Reuters nor TSMC has specified a site, partner structure or product scope for the potential investment.

The timing lands amid sustained US policy pressure to onshore advanced logic capacity and among customers seeking geographic redundancy. TSMC has previously framed its US buildout as customer-driven, and Wei's July comments left the door explicitly open to more than the four additional facilities he named.

If the Texas evaluation hardens into a commitment, TSMC's US investment would move decisively past the US$265 billion mark, deepening the competitive gap with Intel and Samsung in American leading-edge capacity.
