GlobalFoundries and TSMC have announced a U.S. manufacturing agreement to produce silicon interposers at GlobalFoundries' Malta, New York, fabrication campus — a deal that pairs the world's largest contract chipmaker with its American-headquartered rival on packaging technology central to AI accelerators and advanced heterogenous devices.

Silicon interposers are the passive carrier substrates used in 2.5D advanced packaging, connecting logic dies and high-bandwidth memory stacks side by side. They have become a strategic choke point in the AI supply chain, because leading-edge accelerators depend on them to move data between compute dies and HBM at bandwidths conventional substrates cannot support. CoWoS-class packaging capacity at TSMC has been one of the tightest links in the AI hardware supply chain, and the new agreement points capacity expansion at U.S. soil.

What does the agreement cover?

The companies confirmed the collaboration centers on silicon interposer manufacturing in Malta, New York, where GlobalFoundries operates its Fab 8 campus. Details the announcement left open include:

  • Interposer dimensions and the wafer size the Malta toolchain will process
  • Volume targets and a production start date
  • Financial terms, including any capital split between the two companies
  • Whether TSMC will transfer process equipment or license interposer technology to the site

The announcement frames the work as a manufacturing agreement rather than a merger of process roadmaps. Each company keeps its own customer base; the collaboration targets a shared packaging layer of the supply chain.

Why are competitors collaborating?

TSMC and GlobalFoundries serve largely different markets — TSMC dominates leading-edge logic below 7nm, while GlobalFoundries exited the leading-edge race in 2018 and specializes in differentiated nodes for automotive, IoT and RF. Advanced packaging is the one domain where their interests overlap: interposer supply is short everywhere, and U.S.-based capacity carries political weight.

The deal also fits a broader pattern in Washington. Chipmakers have rushed to anchor domestic manufacturing since the CHIPS and Science Act opened federal incentives for fab construction and advanced packaging alike. Packaging — long concentrated in Taiwan and other Asian hubs — received explicit policy attention, and interposer capacity in upstate New York would extend that push beyond wafer fabrication into the assembly technologies that AI chips require.

For TSMC, a U.S. interposer line complements its expanding Arizona fab investments by adding domestic advanced-packaging capability closer to customers building AI systems in North America. For GlobalFoundries, the agreement puts its Malta site into a higher-value segment of the market and deepens utilization of a campus the company has invested billions in over the past decade.

What happens next?

Neither company has published capacity figures, pricing, or a customer list for the Malta interposer work, and the announcement stops short of a detailed roadmap. The companies said further specifics on investment, timelines and technology parameters will follow as the collaboration moves toward implementation.

The agreement's commercial significance will become measurable once production volumes and qualification timelines emerge — until then, it stands as the clearest signal yet that advanced packaging, not just wafer fabrication, is now a battleground for U.S. semiconductor investment.
