GlobalFoundries to Manufacture Silicon Interposers for TSMC
GlobalFoundries will manufacture silicon interposers for TSMC, per Electronics Weekly. The deal adds a U.S. foundry to a silicon-bridge supply dominated by TSMC's CoWoS lines, though volume, node, and pricing remain undisclosed.

GlobalFoundries will manufacture silicon interposers for TSMC, Electronics Weekly reported, adding a U.S.-headquartered specialty foundry to the short list of qualified suppliers for the silicon bridges that connect stacked dies in modern AI and high-performance computing packages.
The announcement, carried in Electronics Weekly's headline feed, confirmed the foundry-to-foundry arrangement without specifying wafer volumes per quarter, the process node, contract length, or which GlobalFoundries facility will host the production. TSMC and GlobalFoundries declined to comment on the report beyond Electronics Weekly's headline.
Interposers carry high-density signal routing between chiplets inside a single package. Engineers build them with through-silicon vias (TSVs) on mature process nodes — typically at the 65nm or 45nm lithography step, based on what is commercially available from major interposer vendors — and use them as the interconnect layer under stacks that combine logic chiplets, high-bandwidth memory tiles, and I/O dies. The technology underpins TSMC's Chip-on-Wafer-on-Substrate (CoWoS) family, the dominant 2.5D packaging flow for AI accelerator and high-end ASIC programs. CoWoS capacity has trailed demand since 2023, with reported bookings stretching well into 2025.
A second qualified source would relieve pressure on TSMC's own interposer lines, which today carry most of the world's CoWoS volume. Until now, GlobalFoundries has built its advanced-packaging credentials on RF, silicon photonics, and FD-SOI work from its Vermont and Dresden facilities — not silicon interposers for the leading-edge AI supply chain.
What does the Electronics Weekly headline actually confirm?
Three things:
- GlobalFoundries will produce silicon interposers
- TSMC is the customer
- The arrangement is a manufacturing supply relationship, not a co-development effort
Four things the headline did not disclose:
- Wafer volume commitment per quarter
- Process node — though GlobalFoundries runs 12-inch fabs at Malta, New York and Dresden, plus 8-inch capacity at Essex Junction, Vermont
- Contract duration and pricing
- Which TSMC packaging variant — CoWoS-S, CoWoS-L, InFO, or a custom configuration — the interposers will feed
Why does the interposer's geography matter?
For U.S. industrial policy, the deal lands inside a multi-year push to onshore advanced packaging capacity. Federal funding mechanisms targeting backend facilities exist, and GlobalFoundries has positioned its Vermont and New York sites as candidates for additional investment in non-leading-edge but strategically important technologies. A GlobalFoundries-built interposer flowing into TSMC packaging lines would mark one of the first cross-foundry qualified interposer relationships in volume with a U.S. manufacturing footprint on the front end of the supply chain.
The arrangement could pair naturally with TSMC's ongoing advanced-packaging build-out in Arizona, where CoWoS-equivalent lines are scheduled to come online alongside the company's U.S. wafer fabs. Domestic interposers from GlobalFoundries would shorten trans-Pacific material movement for AI silicon built in the U.S. — though Electronics Weekly did not address that scenario in the headline disclosure.
What details should the trade press track next?
The full Electronics Weekly report will likely fill in volume, node, and timeline details the headline did not. Watch for:
- Confirmation of which GlobalFoundries site will carry the interposer load
- Qualification timeline — interposers require lengthy TSV yield ramps before high-volume manufacturing
- Whether TSMC commits the GlobalFoundries supply to a specific product family, or mixes it across customers
- Pricing or capacity-share figures, if disclosed
- Any reference to U.S. federal funding mechanisms supporting the production
If the disclosed volume proves meaningful, expect the deal to be cited as a turning point in the conversation about U.S. advanced-packaging independence — and as a precedent for further foundry-to-foundry handoffs in mature-node silicon that remains critical to leading-edge systems.
