Micron Halts $4.5 Billion Taoyuan Fab Build Amid Union Standoff
Micron has paused its $4.5 billion Fab 11E build in Taoyuan after profit-sharing talks stalled, with the union and company set to meet again on November 6 amid a wave of memory-industry labor action.

Micron has suspended construction at its $4.5 billion Fab 11E site in Taoyuan, Taiwan, after failing to reach a profit-sharing agreement with the local labor union. Bloomberg reports that site activity has all but halted, with only minor safety work continuing. Micron has not issued a public statement on the suspension, but it has informed local officials.
The stoppage lands days before the two sides meet again on November 6. That timing invites scrutiny. Executives are reportedly concerned about uncertainty in the negotiations, according to sources cited by Bloomberg. A one-day strike by the Taoyuan union last month showed how operations could be disrupted if demands go unmet.
Micron's official line is calm. "Taiwan plays an important role in Micron's global footprint, and our operations today continue as normal," the company said. "We are confident in maintaining business continuity for our customers."
What is the dispute about?
The Taoyuan union wants clearer profit-sharing terms. Micron recently announced a bonus worth up to five times annual salary for some eligible workers. It also closed a deal with the larger Taichung union, though some members there said they were dissatisfied with the outcome.
The Taoyuan union is holding out for better terms. Micron says it looks forward to reaching an agreement, and the Taiwan government has called for a win-win outcome. No new terms have been disclosed.
How does this fit the wider labor wave?
Workers at the three major memory makers — Micron, Samsung and SK hynix — have been protesting for a larger share of the profits from the AI memory boom. The numbers explain the pressure.
- SK hynix agreed to pay staff roughly $50,000 apiece, with each employee set to receive $477,000 in bonuses this year and up to $900,000 next year.
- Samsung Foundry workers fought for a $340,000 average bonus, approved at the last minute before a strike that would have disrupted operations.
- Employees at the South Korean firms expect performance bonuses of up to $400,000 and are reportedly turning down overseas training programs in favor of cash.
These are confirmed payouts at SK hynix and Samsung; the Micron figure remains an offer, not a signed deal. The gap between those two categories is the story.
Is the halt a negotiating tactic?
Micron has not linked the pause to the talks, and that silence matters. Still, a construction stoppage this close to a scheduled negotiation date is hard to read as coincidence. The company holds alternatives: an HBM fab planned in Japan, a $24 billion development underway in Singapore, and facilities across the United States. Those projects are roadmaps and in-progress builds, not operating capacity, but they give Micron leverage in any sit-down with a union.
Taiwan remains a core production base for the company regardless. The question is whether that dependence, and the government's stated desire for a win-win result, pushes Micron toward the union's terms or toward a longer pause.
The November 6 meeting should clarify whether Fab 11E resumes quickly or becomes the industry's first construction casualty of the AI bonus wars.
