Five semiconductor projects with proposed investments exceeding $4 billion are underway in Odisha, according to additional chief secretary for Electronics and Information Technology Vishal Dev. He disclosed the figure on Friday at TiECon Bhubaneswar 2026, the "Odisha Leap Up Summit," where state officials laid out their case for the eastern state as a destination for chip and electronics capital.

The $4 billion portfolio includes two of the twelve projects approved under the India Semiconductor Mission. Dev said one is a compound semiconductor fabrication facility and the other an advanced 3D chip packaging unit. That gives Odisha two of the roughly one in six India Semiconductor Mission approvals nationwide, a share disproportionate to the state's current footprint in electronics manufacturing.

What is Odisha offering investors?

Electronics and Information Technology minister Mukesh Mahaling said Odisha is poised to emerge as a global investment destination and an economic engine for eastern India. He highlighted the state's competitive advantages.

  • Abundant natural resources
  • Surplus energy
  • Availability of land and water
  • Progressive industrial policies

Mahaling said the state is well-positioned to attract investments across information technology, semiconductors, metals, downstream industries and advanced manufacturing. For chip investors weighing power costs, the surplus energy claim addresses the single largest operating expense outside materials.

Where does advanced packaging fit?

Dev pointed to advanced packaging as the state's near-term opportunity, naming glass-core technology specifically. He said Odisha is pursuing collaborations with global companies including Intel and GT Glass Solutions in that segment. Glass-core substrates have emerged as an alternative to organic substrates in high-performance packages, and packaging has become the fastest-growing segment of the chip supply chain as fabs concentrate at leading-edge nodes elsewhere.

The two India Semiconductor Mission projects anchor the packaging push. The advanced 3D chip packaging unit places Odisha in a segment where India has approved multiple facilities nationwide, while the compound semiconductor fab targets specialized materials rather than leading-edge silicon logic.

Can an agrarian state become an industrial one?

Additional chief secretary for Industries Hemant Sharma framed entrepreneurship as the key driver of Odisha's transition from an agrarian economy to a diversified industrial economy. Dev added that the state is strengthening its policy framework, infrastructure and talent base to attract advanced manufacturing investment. The talent question remains the central constraint for every Indian state competing for semiconductor projects, since fab operations require process engineers in numbers that domestic programs are still producing.

The summit itself reflected the ecosystem-building effort. TiE Bhubaneswar president Ayaskanta Mohanty and JSW BPSL president Anil Kumar Singh also addressed the event. Organizers launched two initiatives:

  • TiE Bhubaneswar Academy, aimed at supporting entrepreneurship development
  • TiE Bhubaneswar HNI Connect, meant to strengthen business and investment networks

What comes next?

The $4 billion figure covers proposed investments, not committed capital expenditures, and officials did not disclose timelines for the five projects or name all of their developers. Whether the two India Semiconductor Mission facilities move from approval to production on schedule will determine whether Odisha converts its resource and energy advantages into a durable position in India's semiconductor supply chain.
