Thailand has named artificial intelligence and semiconductors as priority sectors in its next five-year national development plan, a decision that signals Bangkok intends to move beyond its established role as a back-end assembly and test hub and compete for higher-value links in the chip supply chain.
The plan, reported by Global Sources, elevates the two technology sectors alongside other priority industries as the country maps its industrial policy through the end of the decade. For Thailand, the stakes are straightforward: the country hosts substantial packaging, assembly and test operations serving global chipmakers and electronics manufacturers, but it has captured relatively little of the design, wafer fabrication and advanced packaging investment now flowing into Southeast Asia.
The policy shift comes as regional competition intensifies. Singapore, Malaysia and Vietnam have each landed major semiconductor commitments over the past two years, from advanced packaging expansions to new assembly plants backed by US and European chip suppliers. Malaysia's Penang corridor in particular has absorbed billions of dollars in back-end and equipment investment. Thailand's decision to put semiconductors and AI into the five-year plan reads as an effort to keep pace with neighbors that have combined incentives, infrastructure spending and workforce programs to attract the same pool of capital.
Thailand enters this contest with real assets. Its electronics sector has long anchored the country's manufacturing exports, and multinational suppliers of assembly, test and component production operate established facilities there. The country also benefits from supply chain diversification trends — often described as a "China plus one" strategy — that have pushed multinationals to spread production across Southeast Asia since the pandemic-era disruptions and the onset of US–China technology restrictions.
Semiconductors sit at the center of that realignment. Export controls, tariff risk and geopolitical pressure have reshaped where companies place capacity, and governments across the region have responded by embedding chip production into national planning documents rather than leaving investment decisions to market forces alone. Thailand's five-year plan follows that pattern: by naming semiconductors a priority, Bangkok positions itself to direct state resources — infrastructure, incentives and education policy — toward attracting that capital.
The AI designation pairs with the chip priority deliberately. Demand for AI hardware has driven investment across the packaging and testing segment where Thailand is already established, and countries that pair compute ambitions with domestic manufacturing capability have proven more successful at landing large projects. Details of the plan's specific funding levels, incentive packages and target subsectors have not been disclosed in the initial report, and the five-year horizon means implementation will unfold gradually rather than through a single announcement.
What remains to be seen is whether Thailand converts priority status into committed fab, advanced packaging or design investment at the scale its neighbors have achieved. The plan gives Bangkok a policy framework for the next five years; the competitive test will be whether concrete semiconductor projects and AI-related manufacturing follow.
