
TSMC Weighs Texas for Second US Hub as Packaging Buildout Accelerates
Reuters reports TSMC may site up to six fabs in Texas on top of $265B Arizona plans, as SK Hynix validates HBM5 on CoWoS and five Chiayi packaging plants are eyed.

TSMC is considering Texas as a second US manufacturing hub, Reuters reports, a deliberation still at an early stage with no finalized blueprint. The potential Texas footprint would sit alongside the company's existing Arizona commitments, which carry a total price tag of $265 billion.
Taiwanese outlets floated the possibility a day before the Reuters report, pointing to a build-out of as many as six cutting-edge fabs in the state. TSMC has not commented on the speculation. Taiwan's science minister underscored that decisions of this magnitude rest solely with the company's board of directors, which must approve and announce them.
Board Clears Capital; Insiders Buy
Regardless of where the next US site lands, TSMC keeps pouring capital into its manufacturing footprint. A mandatory filing with the US Securities and Exchange Commission dated September 24 shows the board of directors has cleared substantial capital allocations. The same disclosure revealed insider buying: vice presidents B.Z. Tien and Lipen Yuan lifted their holdings by 1,000 and 2,350 shares respectively.
On the technology front, South Korea's SK Hynix has validated its HBM5 memory on TSMC's CoWoS packaging platform. Ground was broken on September 21 for the first phase of the Baipu Industrial Park in Kaohsiung, a site intended to host more than 20 companies — TSMC and Foxconn among them — as a development and validation base for advanced packaging materials and equipment.
The Kaohsiung cluster launched with a joint groundbreaking alongside ASE Technology on September 22. Reports surfaced Monday that TSMC plans to add five dedicated advanced packaging facilities as part of an expansion of the industrial park in Chiayi. Those plans have yet to be officially confirmed.
Why Packaging Commands the Capex
Unrelenting demand for computing power tied to artificial intelligence and high-performance computing drives the push. Advanced packaging has become critical to producing capable AI processors because it binds multiple memory and logic dies together in tight proximity. Bottlenecks at this stage of production have repeatedly been cited in recent quarters as the limiting factor in shipping cutting-edge accelerator chips to leading technology firms.
The domestic buildout runs parallel to a broader global strategy. More than a month ago, Taiwanese authorities approved additional US investments, lifting the total greenlit for American projects since the end of 2020 to $44 billion. The long-term Arizona blueprint alone accounts for $265 billion.
Stock Steady Ahead of October Data
The equity has shown relative strength against a choppy backdrop. While rising US Treasury yields and geopolitical tensions weighed on Asian indices, the stock closed the previous European session up 1.1% at EUR 403.00, leaving it 4.2% below its 52-week high. In today's trading, the shares changed hands at EUR 401.00, down 0.5%, widening the gap to that peak to 4.6%.
Attention now shifts to operating data. TSMC releases September revenue figures on October 8, a reliable gauge of how the quarter just ended performed. Full third-quarter results and the accompanying conference call follow on October 15, where management is expected to detail packaging capacity utilization and the status of its construction projects.
If the Texas deliberations mature into a board-approved plan, TSMC would add a second American anchor to a US investment program already running to $44 billion in approved commitments — with packaging capacity, still the tightest link in the AI chip supply chain, the most likely beneficiary on both sides of the Pacific.
