DeepSeek and Huawei Team Up on AI Chip Software
DeepSeek and Huawei are jointly developing AI chip software to challenge Nvidia's CUDA lock-in, as export controls push China to build a domestic AI compute stack around Huawei's Ascend silicon.

DeepSeek and Huawei are working together on AI chip software, a partnership aimed at building credible alternatives to Nvidia's dominant AI accelerator stack inside China, news.az reports.
The collaboration matters because software, not raw silicon, has been the tallest barrier for Chinese AI hardware. Nvidia's moat rests on CUDA, the two-decade-old programming ecosystem that nearly every major AI model, framework, and optimization library targets. Huawei's Asceng line of AI processors and other domestic accelerators have made real progress on compute, but developers still struggle to port workloads trained on Nvidia tooling.
That is where DeepSeek changes the equation. The Chinese AI lab demonstrated with its R1 reasoning model that frontier-class results are achievable at a fraction of the training cost its US rivals reported, and it released the model weights openly. Pairing a model developer of that caliber with Huawei's chip business targets the ecosystem problem directly: software written for, tested on, and optimized around domestic silicon.
The partnership lands at a politically loaded moment. Washington has progressively tightened export controls on advanced AI chips to China, cutting off access to Nvidia's highest-end data center GPUs and, more recently, restricting the lower-specification parts Nvidia designed specifically to stay within compliance rules. Beijing has responded by pushing self-sufficiency in semiconductors, with state-backed procurement preferences and funding flowing toward domestic AI compute.
For Huawei, the tie-up gives its accelerator business something it has lacked: a flagship AI developer building directly on its platform rather than treating it as a fallback. For DeepSeek, working with Huawei secures a domestic compute supply that cannot be revoked by US export policy, a hedge against the scenario where further restrictions squeeze even inference-grade chips.
The competitive stakes run in both directions. Nvidia still commands the overwhelming majority of AI accelerator revenue worldwide, and its software ecosystem remains the industry default. Chinese alternatives have so far won mostly where regulation forces the choice. A DeepSeek-Huawei software stack would not immediately change that balance globally, but it could harden the Chinese domestic market against Nvidia re-entry — the segment Nvidia has repeatedly said it wants to serve with compliant products and which US rules keep narrowing.
The report describes the effort as part of a broader Chinese push to assemble Nvidia alternatives across the AI stack: chips, model software, and the tooling that connects them. Huawei's Ascend processors are the most prominent domestic contender, and DeepSeek's models are among the most widely deployed Chinese AI systems.
What remains unconfirmed is the scope of the software work — whether it covers training frameworks, inference optimization, lower-level operator libraries, or some combination — and neither company has published a timeline. The commercial impact will depend on whether the resulting stack performs well enough that Chinese cloud providers and enterprises choose it on merit rather than on mandate.
If the collaboration produces a mature software layer around domestic accelerators, Huawei and DeepSeek could convert export-control pressure into a durable, Nvidia-free AI compute franchise inside the world's second-largest economy — and the first deployments of that stack will signal how far the substitution has actually progressed.
