imec's IC-Link Joins TSMC Cloud Alliance for Advanced Nodes

IC-Link by imec, the Leuven-based research center's design and manufacturing service arm for ASICs and silicon photonics, has joined TSMC's Open Innovation Platform (OIP) Cloud Alliance — becoming the first managed-cloud service to support a mixed-partner EDA flow for silicon design.

The move matters for fabless teams and research organizations that need advanced-node access but lack the compute infrastructure and design environments to use it. Through IC-Link's secure cloud-based environment, customers gain controlled access to advanced TSMC process design kits (PDKs) alongside scalable compute resources sized for chip development workloads.

The platform's architecture is deliberately flexible on tooling. Customers keep their preferred EDA tool chains and licenses; IC-Link supplies secure hosting, infrastructure management and access to the required design resources. Design teams can therefore spend their time on product development rather than building and maintaining complex design environments — a non-trivial cost item as compute demands for advanced-node verification and physical implementation continue to climb.

The commercial logic is straightforward. Semiconductor development complexity keeps rising, and design teams face mounting pressure on computing resources, design infrastructure, secure tool access and time-to-market. By combining TSMC's technology and ecosystem with IC-Link's design expertise, the partners aim to ease those burdens for customers building advanced chips targeting artificial intelligence, communications, automotive, industrial and other high-growth applications.

"By joining TSMC's OIP Cloud Alliance, we now combine access to advanced-node technologies with secure mixed-partner EDA flow, cloud-based design capabilities and expert support," said imec vice president Pierre Blondeau.

The partnership is not new. IC-Link has been a TSMC Design Center Alliance (DCA) member since 2007 and a Value Chain Alliance (VCA) member since 2009. More recently, it joined the TSMC OIP 3DFabric Alliance, the foundry's ecosystem program for advanced packaging and chiplet integration. The Cloud Alliance membership extends that relationship from design services and packaging into cloud-hosted design infrastructure.

For TSMC, the arrangement widens the funnel of potential advanced-node customers. Smaller teams and research organizations that would struggle to stand up secure on-premises design environments can now reach TSMC's leading-edge processes through a managed intermediary, with the PDK access controls that confidentiality requires.

For imec, the deal strengthens IC-Link's position as a bridge between European semiconductor innovation and volume manufacturing in Taiwan. The organization frames the expanded collaboration as contributing to broader efforts to build semiconductor innovation capacity in Europe and beyond — a relevant point as the EU pushes to expand its design and fabrication base under the European Chips Act agenda, even though imec's announcement does not cite specific funding.

The announcement does not specify which TSMC process nodes are covered under the cloud offering, nor does it disclose pricing or capacity commitments, so customers will need to evaluate availability directly with IC-Link. What is confirmed is the delivery model: secure cloud hosting, mixed-partner EDA flow support, and managed infrastructure under one service.

As advanced-node design costs continue to concentrate chip development among the largest players, managed-cloud intermediaries like IC-Link could become the practical route for startups, universities and research institutes to reach leading-edge silicon — and the breadth of TSMC's ecosystem partnerships will determine how far that access extends.
