TSMC and GlobalFoundries have struck an interposer agreement that reshapes the US artificial intelligence supply chain, DigiTimes reported, extending its reach from TSMC's CoWoS advanced packaging to high-bandwidth memory integration.
The deal links the two largest contract chipmakers operating fabs on US soil. TSMC runs its leading-edge CoWoS packaging flow for AI accelerators. GlobalFoundries runs specialized process technologies at its US fabs, including interposer fabrication capacity that TSMC cannot fully supply alone.
Interposers are the silicon bridge layers that connect AI GPUs to HBM stacks inside CoWoS-type packages. They sit at the narrowest point of the AI supply chain. Nvidia, AMD and major cloud providers all compete for the same limited CoWoS output, and interposer wafers are a recognized bottleneck inside that bottleneck.
What does the agreement change?
The arrangement gives TSMC a second domestic source of interposer supply at a moment when US AI chip demand continues to outrun packaging capacity. It gives GlobalFoundries a role in the highest-value segment of the market, advanced packaging for AI processors, without a leap to leading-edge logic nodes.
For TSMC customers, the deal points to added interposer supply beyond TSMC's own CoWoS expansion. For GlobalFoundries, it positions the company inside an AI supply chain that its mainstream process portfolio would not otherwise reach.
The HBM dimension matters as much as the interposer geometry. CoWoS packages pair logic dies with HBM stacks from SK hynix, Samsung and Micron. Any expansion of interposer and packaging capacity on US soil changes where those memory stacks must be assembled, tested and qualified.
Why is the US footprint decisive?
Washington has pushed domestic advanced packaging through CHIPS Act incentives and export controls that shape where AI silicon can be built and shipped. Packaging was long treated as the commoditized back end of chipmaking. The AI shortage reversed that view, and interposer capacity is now strategic infrastructure.
A TSMC–GlobalFoundries pairing concentrates more of the AI packaging chain inside the United States. That reduces exposure to Taiwan-based capacity for a critical layer of the supply chain. It also gives US customers a domestic option as export rules tighten around advanced AI systems.
What remains uncertain?
DigiTimes did not disclose financial terms, wafer volumes or a production timeline in its report. Capacity figures for the arrangement remain unconfirmed. Neither company has detailed which process generation of interposer technology GlobalFoundries will contribute, nor when volume shipments would begin.
The competitive picture for other packaging suppliers also stays open. Amkor and Intel both hold US advanced packaging ambitions backed by CHIPS funding, and any shift in interposer sourcing changes their addressable market.
Industry analysts have tracked CoWoS shortage pressure since 2023, when Nvidia's AI accelerator demand first consumed available packaging output. TSMC has expanded capacity since, and supply has loosened from the worst quarters, but interposers remain a gating item for total AI system shipments.
The agreement signals that packaging alliances, not just fab construction, will decide how quickly US AI chip supply scales through 2025 and 2026.
